Claim on storm damage

My ref nr is 2486886. I claimed in November 2013 after we had a huge rainstorm and my swimming pool was totally damaged by the storm. The assessor gave the worst report you could think of. Reasons like a home made heating system and the pump that is below the water level was his reasons in his report. I just wonder what that has to do with the fact that there was a storm. ABSA NEVER asked for proof of the storm. They just refuse to pay. After I rejected their answer, I got an email (which I still have as proof) that they will appoint another assessor. I am still waiting. Its been a month since that promise. I think it is fair by now that I report them to the ombuts man?
