Totally Bad Service, Empty Promises

Ordered a Samsung Tab, delivered on 19 Dec 2013 with a Cell C sim which on activation has 35g of Data.
Since 19 Dec 2013, I have calling the Device Section on 087 736 7270 to activate my sim and continously told it will be done. Now 6 weeks later, sim is not activated. I have visited Cell C and Samsung many times, but was advised the contract is with FNB Device.
Last week I was again given an undertaking by Rokaya, did not happen. She gave me her word, card was activated and I could also access a sim number for the card. Nothing worked and I called her again
Next day she got her Supervisor Fiona to contact me who also gave me unconditional undertaking to have sim activated. Fiona also advised as a customer, there was nothing I should be doing, FNB Device was responsible.
Again, nothing happened, I called on Friday 24 Jan 2014 and got a very arrogant Declen, who categorically advised me he was an expert and I should be troubleshooting my problem. What exactly must I trouble shoot
And if FNB Device were such experts why is my sim not activated and to boast such arrogant for empty promises and absolutely pathetic customer service
I left several messages for Fiona and I wait
