Not getting anybody to help me

I travelled recently and:
1) Used my credit card to withdraw money from the ATM. Some transactions (6 in total) were declined/failed but the amounts were still deducted from my balance.
2) A restaurant deducted an amount twice from my credit card.

Upon my return to South Africa (14 January 2013) I contacted Standard Bank Card division and was asked to complete an ATM Claims form and a Statement Dispute form. I completed the forms and returned it to the branch to have it faxed.

I have not had any feedback. When I enquired once again from the Cards division I was told to phone the Charge Backs Department on 011-631-4230. I have not been able to talk anybody as the phone number is either engaged/keeps ringing.

A day after submitting the forms, I received an email with one of the completed forms as an attachment from " Admin." I phoned the Division to confirm whether there is any further action required from my side but was (rudely) told that they do not have any record of my query.

I am at wits end as it is quite a big amount of money that was deducted from my credit card.

Please advise.
