Invisible Credit Card and Credit Card agreement

I was contacted a while ago with regards to an Absa credit card. I expressed interest and was told that somebody would call me back should I be approved (Question: why contact me to offer it and THEN check whether I am able to have one?). Anyway, somebody did indeed call me back and said that I have been approved. I could collect the said card and sign for it at the branch. I explained that's actually a problem. My ID was and I'm waiting for a new one. No solution was offered. I was contacted another week later to say I need to collect the card or Absa may have to cut it up. I said that they must cut it up - I have no ID to collect the thing. I have received a statement in the post for the last three months for this invisible credit card I apparently own. I phoned Absa and was told that I need to pay my statement for my (phantom) credit card before being able to close my account. I apparently did not need to sign anything, because - get this - the contract was verbally over the phone. Credit Act??
