BILLING ME WHEN I NEVER OPENED THE ACCOUNT

I HAVE BEEN RECEIVING SOME STATEMENT FROM ABSA BANK AND FOR SOME REASON I COULDNT OPEN THEM YESTERDAY I HAVE WENT TO BANK TO ASK HOW CAN I GO ABOUT CLOSING THE ACCOUNT BECAUSE I AHVE REALISED THEY HAVE MY DETAILS, THEY TOLD ME I OWE MONEY AND I SHOULD CALL THE CREDIT CARD DIVISION, WHEN I CALL THEM THEY TOLD ME THAT I OWE AN AMOUNT OF R621.94 WHICH IS FOR THE MONTHLY SERVICE FEE, AND FIRST OF ALL, I NEVER COLLECTED THE CARD THAT THEY OPENED ONLINE IN JULY 2012 AND THEY PHONED ME IN SEPTEMBER 2012 I TOLD THEM I DONT NEED THE CARD, THEY SAY THEY RECEIVED THE CARD BACK TO THEM AS REJECTED BUT FUNNY THING THEY CONTINUED CHARGING ME UNTIL WHEN I REALISED YESTERDAY.I HAVE SPOKEN TO THE LADY BY THE NAME OF PULENG AND SHE TOLD ME THEY CANT CLOSE THE ACCOUNT UNTIL I SETTLE IT.AND I FIND IT VERY UNFAIR TO PAY FOR THE CARD THAT I NEVER HAD.
