2 hours in the bank to be told sorry we can't help

I have visited this bank twice, on the first occasion I was informed on what papers I needed it bring with that took 45 min. Today my second visit armed with all my papers I was assisted by a person at the entrance directing us to lines or sets that would fit our requests or requirements. I duly joined the line I was directed to. I patiently sat and waited my turn which took two hours. I am sure that video exists and this can be verified. I am happy to send through a photo as a reference.
After my long wait I was told that the relevant person was not on duty and that the bank could not assist me in opening an account as the person responsible needed to "on board me" was not available. I had wasted two hours of a Saturday morning. Two hours I can't get back. I appreciate that people go on leave but someone could have informed me from the start.
How can you help me - open my account when I take two hours off my life to sit in your bank with no reward.
