Excess payment more than the material

I've been a policy holder with Outsurance for approximately 13 years. The first time I had to claim I came across a very uncomfortable situation. The cost of my excess payment to get my geyser replaced was more than the cost of the geyser itself. I got 3 x quotes and 2 of the quotes was less than the excess payment. I did query this with Outsurance but a very standard answer was provided that Outsurance Procurement Department establish the excess amount and there is nothing that can be done about it. I'm really very unhappy about the situation and the approach of "this is how it is" and nothing will change...
