Excess rip off

My vehicle was involved in an accident where a driver reversed into my car without checking his mirrors, I reported the incident to the police and went to the assessors and all was done.

the problem is that when Out called me, the lady on the Out side informed me that my damages was around R6000 and that my excess was R3200 and I can choose my own repairer or they can provide on.

I asked... can I ask the other driver to give me the excess so that I can have the car repaired and the lady advised that NO, Outsurance will claim that from the other driver and I the client should pay the excess but I will get back the excess when Outsurance recovers the excess from the other driver...
problem I have is that when will Outsurance recover the costs, because the other driver has no job, nothing and if he says to Outsurance, he can only pay R50 a month, that means that me the client will hopefully get the money back EXCESS in 5 Years...? why cant the other driver pay me the excess and Outsurance can recover that money at their own time, I think Outsurance is a RIPPPP OFF and I am cancelling my policy and I suggest all other Outsurance clients review their policies...
