Ad service and confusion regarding documents

I applied for a card upgrade from FNB and credit limit increase and i got an email response informing that my upgrade was successful and that my new card would be delivered in a few day and i should have my ID and ID copy ready when the card was delivered to me. i phone a few days later to inquire about the card only to be told that i have to send supporting documents before my card application is approved. in the email it clearly states that i did not have to submit supporting documents. if i didnt call i would not have know that i was supposed to submit documents despite being told otherwise and nobody called to confirm my application or the "succesful upgrade". i am very disappointed with FNB and i have been a customer of theirs for more than 10 years. i hope their new customers are getting a better service.
