Rude when i try to cancel the insurance

I have tried to cancel the insurance with them because of the following: 1. i had 2 excess amount that i am suppose to pay when claiming, i was not sure about it until i phoned them to explain. 2. they never even provided a sticker for me so that i can conatct them in terms of emmergency.

when i phoned to cancell the insurance, the customer service personal always transfer me to this guy "Name not even sure of" he is so rude and didnt even want to cancel my insurance he even told me he will phone me to cancel, meaning i do not have the right to cancel. He asked me to fax new insurance deatils of which i did two weeks ago but he never phoned me back. I teh phoned him back last week friday (25th January 2013) He was so rude to me and told me he will phone me back. now i am stranded that two insurances will debit my account bcos of hom refusing to cancel the other insurance.
