Ned Bank refusing SAPS certified documents

I am in the process of buying a house and went through all the process, bond is through Ned Bank, but Ned Bank is been tossing me with the required documents and now they won't accept my proof of residence certified by South African Police.as per CM attorneys Ned Bank do not constitute SAPS certified documents as a valid certified documents.

My question is surely Documents certified by SAPS should be accepted as a valid.
It's as if banks are disputing SAPS validity of work.
