Trying to Settle an old account with no HELP

I have bee waiting for over a week now to get a settlement letter as I have requested a discount from an old account as I am trying to pay up. But no one is actually coming back to me. I thought when a person wants to pay up you will be pleased and try to help them as quickly as possible as it turns out I was wrong. Please can someone help me out here
