Refund not happening & account settled incorectly

I have received an sms stating that if I settle my account before the 31th of December, I will receive a settlement discount of 20%. On the 20th of December I called African bank and spoke to Tebogo, he confirmed that I would be getting the discount and he then calculated for me the total payable after the discount. The total came to the amount of R 1791.87 after my discount. I requested him to debit my account for that value. The debit went of my account on the same day. On the 21st of December the same amount went off again.
I have called 8 previous occasions and all I am told is that I am now on the priority list. No person is willing to get back to me regarding the refund. I was supposed to get a settlement discount as stated on my sms from african bank but according to their system I did not receive it and I am only owed R 1200. I have send e-mails but still nothing. Every call to african bank is like starting all over again with the same complaint and I have to re-explain the whole situation all over again so that they can log the query.
