Unauthorised debit orde

Some time last year I applied for a loan which was declined, and to pay R399.00 for the application which was as per T&C.
On Wedneday 23/10/2013 to my surprise i get an sms that LoanTracer has debitted an amount of R399.00. But now my uestion is who authorised that debit order as i made no arrangement with anyone. I contacted customer service and i was told that a email and sms were sent to me in August about thr renewal of contract. Why would i want to renew this contract if my application was declined in the first place.

For a matter of fact, i did not get an form of communication from you since last year. I believe that the payment that was debitted on my account was as there was no communication from me to you authorising debit order for 23/10/20013. Theefore, i would like my refund back and have this contract terminated with immediate effect as my application was declined from the on set.
