Still waiting for my refund 15 days later

I cancelled my insurance with mutual and federal because of rediculous rates. i was told that the money would come off of my account because it was already late in the month. But because you pay for the coming month i would get my money refunded with in 8 business days. That was 2 Sept 2013. Im still waiting for the refund, FIFTEEN DAYS LATER!!!
