Cannot draw money! System offline, no notice given

Tried drawing money at about 4 different ATMs, it says insufficient funds but when I check there are clearly funds available. Call customer service and their offline! Had to call the lost card number to hear that the system is being updated and I should have gotten a notice but got nothing! The operator said I should be able to draw from another bank but I cannot! This is appalling!!! Im so angry how can they do this, its my money and I pay for them to keep it but they dont even have the decency to let me know about this so I can draw in advance!
