PAY PAY PAY PAY PAY - No guarantee of service!

I requested 100 Eu from the Victor Hugo Credit Agricole ATM on monday the 30th September (Paris). The SA credit card bearer - DISCOVERY - immediately charged me the highest possible forex exchange rate (R 1408.88) R 45.58 'facilitation' charge.
I received only 20 Eu for the requested 100 Eu, so had to withdraw a second transaction (at another bank) again charged the full rates by Discovery facilitation fee for the balance I required.
Today I contacted them regarding follow up to recover the 80 Eu that was not dispensed - the French bank has acknowledged that there was a problem, but have been singularly slow in crediting my account despite me providing scrolls of documentation and proof at great effort.
Discovery will undertake this task - at a no guarantee of success at a FURTHER R250 charge.
I have now contacted the French bank using Google translate, with all my documentation.
I seriously believe that the banks are taking us for a of a ride these days, its a disgrace. Nothing about being accountable or fiscally correct, and certainly ZERO about customer service - its just about making money for themselves.
