Account payment and wrong references

I have cellphone that is not working that went to be repair but come back the same, so i let it go then another problem is that i pay my account more but i don`t get the statement and my Sim card is blocked. someone will call and say i owe them money or they did not receive my proof of payment, i try faxing no one respond instate they will call to say i must pay to a new reference they keep on sending me.i try finishing my account early but i don`t have any idea how must i pay and to close my phone without informing me is not on. How can u treat a person like this, the next thing you guys will black list me, it is not fair.please respond so that i can have a rest.
