Useless Progress Payment dpt

I have put a progress payment in on the 1st of September and STILL have not received any money on that house. Disgusting! On top of that, everybody in the departement is SO unhelpful and unwilling, I cannot get any info from them. They also chop and change their rule (which is mostly just incompetence on their side, since I always find out afterwards it has not really changed, they just don't know what they are talking about. I have requested them to send me in writing what their so called new procedures are now, but NO response! How must I continue to put in progress payments if they don't even know what to do??
