Standard Bank can't do a normal progress payment

Good day. I build a house and apply for 1 mil. The progress payments went well until the last stage. I filled in the last progress payment form in at the end of September nothing happened until I phoned on the 9th of October and they told me they did not received anything so I submitted again. after a few days I had to call them again and they told me that they are waiting for the occupation certificate but I gave it to the assessor. So I got the certificate back and submitted it to the bank. After a while I have to phone them again and they told me everything is fine they will pay out in the next 3 business days. In the meanwhile I applied for a second bond cause I putted to much cash down for the house now I need money to finish all the things outside the house. Still they did not pay the last payment out to the builder cause they say I must submit plans and a quote for the second bond before they pay out the last payment for the builder. The last payment got nothing but nothing to do with the second bond. The house is finished and they need to pay the builder.
