Dispute about additional excess on car insurance

February 2008 Standard Bank brokers insured my Passat 2 litre FSi 2006 e thru Regent.
A month later I received a SMS on my phone that i should submit the car to PG Glass for inspection before a particular date otherwise my insurance would be affected. I did infact acted on this instruction and took the vehicle to PG Glass in Greenpoint. I asked the person that attended me what this was all about. It was the first I got a message of this kind though it was the second car i was insuring with them. The response I got was that it was a normal procedure that Regent requires. After the man inspected it, he confirm it was ok. PG will communicate with the company involved (company which to me was unknown whether it Standard Bank insurance brokers or Regent) Now that I have lodged a claim, Regent demands an additional R7000 excess for my claim, if i do not produce a certificate confirming that car was inspected. What certificate? No one informed or gave me a certificate at anytime. I am stuck with all of them passing the buck.

PG Glass disposed of files years older. SBIB reviewed the policy annualy. Never a reminder related to this yet SBIB reviewed policy annualy. please help resolve
