FNB refuses to organize queueing

Every time I go to the general banking desks, there is a long black couch. Everybody entering sits where they feel they want to. And then they get up from where they want to to conveniently "jump the queue". Nothing is done to mark the seats to say "Please enter this side" and "Front of queue this side". Everytime there are arguments, and confusion.
Are the branches never going to organize this? Is it because their biggerst client/s don't have the word "rule" or "Organized" in their culture??
It's irritating, FNB. Get your act together.
