Still awaiting my letter after empty promises

I am really tired of dealing with this same issue. With regards to the inflated instalment I was advised that I would be given a letter explaining this. The letter was promised more than 2 weeks ago, yesterday I e-mailed Lebo and she e-mailed back promising the letter before the end of business yesterday and she did not send it
