Refuse to Refund

In November 2012 I ask a quote from Budget Insurance for a motor vehicle. The consultant said that he will put the commencement date for January 2013 in order to keep the quotation valid. I was still waiting from my finance house to approve the deal however the deal did not went through. To my suprise two amounts of money was deducted from my account on 02 January 2013, one for R652.29 and R340.00. I immediatly drew a statement which confirmed that Budget took the money from my account. I contacted Budget and they ask me to fax them the statement which I did. They said they will investigate and on the 23 January 2013 they only refunded the R652.29.I than call them and they said the R340.00 was admin fee. How can I pay admin fee for a policy that I never agreed to. I also never gave them my account number and I did not received a conformation letter from them.
