Why is this my problem?

After being victim to a bumper bashing, I got my car damage evaluated and have been waiting over two months for the insurance to get authorization for my car to be repaired. After over 12 calls to your call center and long conversations to Bernard and Onnicca and getting NO follow up calls or assistance, it suddenly became my problem that the person responsible for the accident has not paid their excess... why is that my concern and when will my car be repaired. This should not be my battle. I need my car repaired and I can not wait any longer.
