Samsung S4 not activated for 3 weeks

When I switched to FNB, my Samsung Galaxy S4 was delivered to me on 10 July 2013. It was supposed to have been activated within 48 hours. After almost 3 weeks, the phone is still not active and no one at FNB appears to be able to help me. For the first week, I was referred between Cell C and FNB (with each saying that the other must activate the sim card). About two weeks ago the FNB call center referred it to the FNB Head Office and promised that the Head Office will contact me within 3 days. The Head Office has still not contacted me! Last week Thursday, I threatened that I will report this matter on Hellopeter. I received a call from someone at the Call Center but the call got cut and he did not phone back. I did not even know what his message was.
I am really disappointed with this poor service from FNB. I now regret switching banks. Also, I will still be charged the phone contract for this month even though I was not able to use it. How can a Bank be trusted if they do not care about their customers? When will the phone be activated? Am I going to be refunded for this month? I am going to post updates on Hellopeter regularly until this is resolved.
