Outsurance Unwilling to Honour Insurance Claim

My vehicle was damaged in an accident after which I submitted my claim. After receiving the vehicle back from the repairers, I noticed a strange electronic humming sound whenever I have my air-conditioner switched on. I sent the vehicle back to the repairer on the 15th of July, and have since been battling to get Outsurance to authorise the repair of my vehicle TO THE STATE IT WAS IN BEFORE THE ACCIDENT. I have made numerous phone-calls and sent over a dozen emails and have been given all but a complete and absolute brush-off. Outsurance's excuses range from "high mileage on the vehicle" (don't remember seeing this as an exclusion in my insurance contract) to "burden is on client to prove that air-conditioner noise is accident related" (assessor are generally paid to do this by insurers and I am afraid my rates will be considerably higher). It has now been 11 days since my vehicle was returned to the repairers for the second time, with absolutely no indication as to when this matter will be resolved. I am hoping this forum might bring matters to a head, failing which I see no other path as to report Outsurance to the STI ombudsman.
