Debiting wrong premium and not wanting to refund

I am very upset. I have two policies with them. I wanted to decrease my premium. The first person I spoke to said since I did not initially use an Old Mutual financial advisor one would have to contact me before I can make the change. Two weeks went by and some guy called asking what the problem is, explained and he said he would get back to me. I never heard from him again. I called them again and i was told that it can be changed with out a financial advisor (so I was to). They set up new contracts for me and i signed and faxed them through. But when the time for the deduction came only 1 of my contracts had the correct premium deducted. The other one had not changed. I called them again and was told that they only received 1 of my faxes, which is not possible because I sent them together. I told her I had proof and I would send it. When I got the proof I was told (by another consultant) I don't need to send it because it does appear on the system that they received the other contract. She said she would ask for a refund and it would take 7working days to receive it. Two weeks went by and nothing. I called and a new consultant tells me I have to send the proof of fax. I am upset.
