FNB NOT DELIVERING ON PROMISES WRT GALAXY S4

I was a happy standard bank customer, but saw an add for FNB where new clients could get a SAMSUNG Galaxy S4 with a Cell C contract that gives you 100 minutes per month 100 sms per month 100MB data per month, all for R299 per month. My phone was delivered to me on 19 June, but without a simcard. I phoned FNB on 19 June to ask how I go about getting my simcard or what I do to activate the contract. I have had NO HELP since the 19th. I have phoned FNB on 5 different occasions and every time I get the same response: "okay ma'am, your query has been received, we are waiting for feedback and will get hold of you within the next 2-3 days". I ask for alternative numbers to phone, other people I can speak to who can actually help me, but no, no-one gets back to me and nothing is being done. I REGRET SWITCHING FROM STANDARD BANK TO FNB (STANDARD BANK WERE FAR BETTER AT HELPING ME WITH ACTUAL RESPONSES TO QUERIES).
FNB should deliver on their promise of a Cell C contract and not trick people into switching banks with false pretences.
