Regestration papers not send as promised

I payed the outstanding balance on my car on 23 May 2013.
I was told as soon as I pay the amount they will send the papers via courier. I had to pay extra for the courier but did not mind as I needed the papers asap.
Two weeks later and I still have not received the papers?
Got an e-mail today that it will take 5-7 working days.
Then do not say: As soon as you pay!
Tell your customers it will take a month!
