Impossible to get a hold of someone!!!

I have been trying to get a hold of mfc so that they can send me my vehicle registration papers. Ive sent emails but no one responds, i have also tried the call centre but i do not get through to anyone and all i do is lose my airtime because im put on hold for almost 40 minutes. This is unacceptable and i need someone to contact me urgently! My vehicle was payed off - 3 years ago and i still have not received the resgistration papers!
