Delay in refunds / No Delivery

Problem 1:
I made a purchase a while back for a Kids Safety Pack via Wicount. Wicount's procedure is to ensure payment is received upfront before delivery of their products. I received a confirmation from the sales team at Wicount on the 23 July 2013 that due to unforeseeable circumstances they will be giving each of their valued customers who purchased the Kids Safety Pack a full cash refund because their supplier does not have stock of these products anymore. It has been 3 weeks and I have still NOT received the refund. I have queried the sales team and they have not confirmed where in the process my refund is or even if I am still going to receive it. Please give me my money

Problem 2:
I ordered a Pencil Skirt on the 6th June 2013 and to date, there is no delivery in 2 months. The sales team are reactive and all they do is copy me in on their e-mails to the supplier. They make no further attempts to contact their supplier telephonically and provide me with feedback. I always contact them which starts the process all over again.
