Why have Rules if you can break them..!

Hi, I don't understand this at all. Why is it that Kulula has all these signatures at the airport that only 1 Carry on item will be allowed, and have these nifty trolleys to indicate it can only be a certain size - If you are not following your own rules? I was shocked to see that some of your passengers boarded your plane with 2 items - of which the 1 person had a bag with at least 3 boxes of shoes in it and a laptop.. What was the result - your Cabin crew rearranging the baggage that was already overhead to squeeze in these clearly oversized items. I don't want to start on the safety aspect of your actions, nor the fact that you could potentially damage my spectacles in my 1 Baggage item. Why must I follow the rules if you ignore the rules that is there for my safety. So I ask the question, Why have rules if you don't follow them? And please don't use the 'The flight was full excuse.' - I have flown domestically BA, SAA, 1Time, Mango and Nationwide and never had these issues on full flights.
