Passenger allowed 3 large pieces of hand luggage

I was travelling on a British Airways flight from Cape Town International to OR Tambo International last Thursday evening and was appalled when I saw that the passenger behind me had been allowed to carry three pieces of hand luggage on board with him. As far as I know the regulations state that you are allowed one piece of hand luggage (with a size restriction) as well as a laptop bag. THIS passenger had a very large piece of luggage (much larger than the size specified by the airline), a large brown carry bag (much like a briefcase) AND a laptop bag. His baggage took up so much space in the overhead compartments that the passengers who actually sat beneath the specific overhead compartments had to store their luggage (complying with the regulations such as handbags and laptop bags) either in compartments far away from their seats or beneath the seats in front of them. I find this very annoying that others need not comply with regulations and are allowed to break the rules.
