Charged excess baggage for being underweight

Booking did not have highlighted anywhere that baggage must be 1 single item - having flown many times per year for many years, I have my packing down to a fine art, in that I always come in under 20kg.
This time I came in at 18.2kg, well under limit, I had a small, compact bag for clothing, and an even smaller bag for toiletries...

The staff insisted I pay an excess baggage fee of R250, and would not make any exception, as I had more than one piece, despite the fact that the pieces were so small and combined under any weight limit.

I flew mango 4 days ago, with the EXACT SAME BAGS, and had no issues at all, so future bookings will be with Mango for sure. Had they been nice enough to say "please sir note next time you need 1 bag" not a problem, but I guess they have to pay for their mis-management somehow...

I see looking at the fine print they changed their rulings in September 2012, but seriously, who is expected to read the fine print every time in case it changes.
