One bag for 4 pax charge for 2kg excess

We thought of being smart and pack one suitcase for 2 adults and 2 kids for a weekend in JHB to make life a little easier. We got to the airport check in and were told we being charge for excess baggage of 2kg! How does it work!? Its fine to have 4 suitcases of 20kg each (80kg) but have to payin for 2kg! We flying again at the end of March and will sure as pack a suitcase for each person!
