Additional Baggage Fee Charged

Hi,
On Saturday my wife and son (4yrs old) flew from King Shaka Airport to OR Tambo with only one suitcase between them (i.e. my son forfeited the need to have a suitcase for himself). As a result of having all their clothes in one case as opposed to two, the case weighed 26kgs (admitedly 3kgs over the per person allowance). Yet for this she was charged R250.
What is extremely annoying about this is that:
1. Flying from JNB to DUR a week earlier, with the same suitcase (i.e. one suitcase for both passengers) she wasn't charged
2. There were numerous seats empty on the flight, so no seats with no luggage allocation
3. Ten passengers were counted disembarking at JNB without luggage, consequently, as per 2 above there certainly wasn't an excess of luggage on the plane.
We are extremely disappointed at this inconsistency and the manner in which this incident was handled. Please address!
Thank you,
Norwin
