Outstanding refunds

We paid for tickets to go to the UK in 2010 but the flights were cancelled by Afriqiyah Airlines.
Travel agents said that we will get a full refund.
This letter serves to advise that our numerous attempts over the past 20 months (dated Oct 2012) to contact Afriqiyah Airlines regarding the outstanding refunds have been unsuccessful.
We have tried all the email addresses provided on their website, only to receive messages that these email boxes are full. The contact details provided for South Africa were withdrawn a few months after the unfortunate situation occurred in Libya.
We also constantly followed up with the International Air Transportation Association (IATA) to find out whether refund procedures have been started by the airline using their international billing system that is used to facilitate and simplify the selling, reporting and remitting procedures of IATA. This is the response we received from them in August 2012:
"Kindly note that IATA is still investigating with the airline Afriqiyah for the refunds of tickets. informed once the airline will refund the tickets. This is UNACCEPTABLE. We are still waiting for a refund or response from the Airline in Libya
