Overweight bag

My husband, daughter and I flew from Lanseria to Durban with Kulula. When checking our bag in our one bag was 7kg over weight, but we packed 2 bags between the 3 of us, so we were well within our 20kg per person. But apparently the system doesn't work like that, it calculates per bag. Please tell me why the system can't be built to calculate 20kg per person? I really think it unfair that we were charged an extra R250 for a bag that was 7kg overweight when I already paid a full price ticket for my little 2 year old girl who only weighs 15kg and we were WELL within the limit of 20kg per person!! We always pack only 2 bags for the 3 of us to make traveling easier and they tell us well then we HAVE to pack 3 bags - how stupid!! We've never had a problem before and I really think our situation should have been taken into consideration.
