Penalized for your system problems/incompetence?

Looking at all the complaints, it seems that Travelstart regularly has system problems. I experienced technical difficulties as I tried to make the payment. I received an e-mail confirming payment and booking and then later I was informed that due to system problems I received an incorrect booking confirmation and that they have not received payment for my booking yet. 2 days later after confirming that they did not receive the payment and that they won't attempt to take the payment, I cancelled the booking in order to make a new booking. Then I realized they went ahead and took the money from my credit card! After communicating with various people they confirmed that they will refund me and I specifically mentioned ALL the amounts. No subsequent communication took place as promised. Today a received PART of the refund. Apparently there is R610 due from the airline, which I will only receive within 7-10 working days. They also did not refund me the R214 fee they took. Why am I being penalized for YOUR incompetence? Why do I have to wait 3-4 weeks for money you were not entitled to take from me? And you are not at all transparent about the fees you charge!
