Charge over R600 for a passenger that has no seat

I have a 3 month old that i was quoted as being charged R300 to fly with me on my lap. I am now being told it will cost over R600 for him to sit on my lap. I was to initially and now i am forced to pay for your because you will only refund me R300 of what i paid for my ticket if i cancel. When i booked you were only R100 more than the low cost airlines. Now you are almost R1000 more and the on charges just keep on coming. I am disgusted to be held hostage by your company.
How can you charge over R600 for a passenger that does not even have a seat of their own???
