No refund for cancelled ticket

I recently purchased 2 tickets for my partner and myself from Johannesburg to Lisbon through Emirates. Due to sudden changes, we had to cancel the tickets - where Emirates then sent a mail stating that an amount will be refunded to the credit card for both tickets. One of the tickets was refunded within a few days, whereas the other has still not been refunded after a month. After calling about 6 or 7 times and sending emails to addresses I was advised, there has still been nothing done.

Each person keeps promising to get back to me, but these seem to be empty promises. Is there no way I could take this further, as this is surely borderline?

I have been a loyal Skywards member, and am bitterly disappointed with this lack of service that Emirates offers to (loyal) customers. I will be sure to never use Emirates again if this issue is not sorted shortly.
