Charged me twice and ticket still not confirmed

It is the 2nd time this happens to me!! the first time was late last year and I had a very hard time getting my money back. The 2nd time was earlier today... I tried to book tickets for my parents online, the website confirmed that the transaction did NOT go through. So I tried again. again the website confirmed that the transaction did NOT go through. Then we received two notification from the bank that both transaction did infact go through. I phoned customer care immediately. Their response ..I have to sort it out with my bank for a reversal. and then she admitted that they have had some problems with this for a while. Why are potential customers not warned .. why is the online option not shut down until the problems are solved. why do I have to phone my bank and sort it out when it is Kulula's error. Kulula used to be such a good airline.
