Dual Billing charged at R 9.50 per month per numbe

I have noticed that Vodacom charges me R 9.50 per month on each of my numbers without any authorisation from my side for dual bill. I have reported this on the 9th of April and requested a refund. Up to today nothing has been done about this and I get charged again this month!! How can Vodacom take money from me without any authorisation given to them? How do we as customers get charged to recieve your monthly bill?? Do all the customers check their accounts to see these type of transactions we have to pay for without any notification?
