Vodacom taking money for services not rendered

Last year my mother was contacted by Elite mobile stating that she had won this promotion and so forth. Upon receiving the handset it turned out to be a contract. Now according to the CPA there is a 14 day cooling period in which any contract me be cancelled. When she received the phone she immediately instructed the company to cancel the contract and they came to fetch the phone still in a sealed box. The contract was cancelled. However Vodacom decided to still deduct a pensioners salary every month since last year. I phoned vodacom for her to try and resolve this issue. However we keep on getting promises over and over that she would be refunded but nothing happens. Every day it's another story... 7 days, 14 days and so on. Now they said they will not refund her all the money they have deducted... they offer her a certain amount which is way less than the amount they took. Now my question is when would vodacom sort this out and is it fair taking money from a pensioner and not pay them back all the money they have taken for a service never used? Is this fair based on moral and ethics? How does vodacom control their re sellers and how business is done on their behalf?
