Continious slow ping and ADSL speed

I have reported my telkom ADSL line several times over the past year. Only times I have any internet speed is 2:00 - 6:00 in the morning. If I phone and report the line they adjust something and it works well for a week or two then same problems start again.

In my humble opinion I believe telkom does not have enough ADSL bandwith in my area and they are oversold on the available bandwith. I pay a significant amount for internet speeds I can never achieve when I need it most (18:00 - 24:00) in the evening) What I also cannot understand is they cannot meet my needs but they still sell more ADSLbandwith to my Neighbour??

Can Someone please explain?? or how can I get my money's worth???
