ADSL still not working properly

I am writing yet another complaint about the slow speeds of the ADSL Internet in the Free State. Specifically in the Welkom area. I've sent tons of complaints to Telkom in the past about this. I really don't know what is going on in the Welkom area but the ADSL Internet speeds will plummet to an all time low and then I contact Telkom about it and I give them all my details they ask for and after a day or two they seem to fix the problem and the Internet is running fine again. However, it only runs fine for about a week or two and then the speeds completely plummet again. What is going on over at Telkom? Why do their repairs only last for a week before the speeds take a dive again? I've tested my line speed on [URL Removed] and I'm getting ping rates of over 800ms. That is abnormally high. Frankly I'm tired of sending fault reports to Telkom because this keeps happening. Whenever they fix the problem it only stays fixed for about two weeks before the speeds break down again. This is unacceptable.
