Problem connecting to Internet for almost 2 months

I was using a cell c data card to connect to Internet for over 2 years and never had a problem till about month and a half ago, when I started having difficulty connecting to the Internet, causing great frustration. Since I hadn't had a problem before, I assumed the problem was from my side, so i cancelled my data contract in store and paid a flat rate of R1799 for new sim and data for a year. The new sim gave the same problem so I phoned the support line. Only when I phoned the 2nd time did they tell me that there was congestion on the network for the period that I had been having trouble, and basically told me that it would not be possible to get Internet access at any normal time and I would only be able to connect after 10pm! This has been the case and it seems to be getting worse. At times, I am only able to connect after 11pm! When I paid for a year of data, I assumed that I would have Internet access 24 hours a day. This is completely unacceptable!! I would like someone to let me know if and when this problem will be resolved. If it is not resolved, I want my money back! To top it off, I just received a bill for the data contract that I cancelled a month ago!!!
