Terrible ADSL in good area

I live in Bunkers Hill in East London, regarded as one of the "better" areas in East London, yet we have the worst ADSL speeds. Telkom's checkadsl site says I support 10Mbps but after getting ADSL 4Mb uncapped my sync rate (from DSLAM exchange) is roughly .5Mbps. yes, POINT FIVE. This has been confirmed by 2 Telkom guys to come to my house (more than once as well, again lack of communication) and then admit that the fault does not with my router or line (since when has "reset the router" improved your infrastructure), but with the exchange itself. I was told people would come out Monday to fix the cables there... no report. Then I hear from others in the neighbourhood this has been going on for years! I am appalled. Give us the speeds we deserve, or pay us for your false advertising.
