C Cover pricing / cell phone still faulty

I've just received an sms from Cell C stating that a quote of R2310.04 has been received for our device.
This is the 3rd time that the same device has been sent back to Cell C to fix the same problems

Please advise why I have to pay for fixing this phone when it is covered under C Cover. Why does Cell C not replace this phone
as it appears that Cell C cannot fix the problems with the phone

As a matter of interest I will be returning the same phone that I received back from Cell C 2 weeks ago as this phone is in a worst state as it does not read the sd card and has problems downloading
